Missouri One Start offers three training reimbursement programs: the Customized Training Program, New Jobs Training Program, and Job Retention Training Program.

A discretionary grant program that operates within one fiscal year.
The eligible company receives reimbursement for approved training once the training is complete and paid invoices are submitted.
Overseen by Missouri One Start staff, with administration provided by the designated community college or career technical center.
Grant reimbursement
Annual. Companies must apply each state fiscal year (July 1 – June 30). All funds awarded in the fiscal year, must be expended and reimbursed in that same fiscal year.
Companies of any size.
The company must create new jobs or need to train existing workers while making a new capital investment.
The company’s capital investment must be at least 5x greater than the amount of funding awarded.
The company must be in an eligible industry.
Trainees must be full-time employees, and the company must pay at least 50% of the employees’ health insurance costs.

A discretionary tax withholding program.
Offsets the training expense normally associated with a large expansion or new business moving to Missouri.
The eligible company receives reimbursement for eligible training expenses once the training is complete and paid invoices are submitted.
Overseen by Missouri One Start staff, with administration provided by the designated community college.
Employee state withholding tax.
Funds are accumulated by diverting a percentage of the employer’s withholding tax, generated from the new jobs created by the project over a period of 3-5 years.
By request
Large companies in eligible industries seeking training reimbursement for a substantial number of new employees (typically greater than 100) within a 12-24 month period.
The company must create a substantial amount of new full-time jobs at its facility within a 24-month period.
The company must be in an eligible industry.
The company must pay at least 50% of the employees’ health insurance premiums.

The eligible company receives reimbursement for eligible training expenses once the training is complete and paid invoices are submitted.
Overseen by Missouri One Start staff, with administration provided by the designated community college.
Employee state withholding tax.
Funds are accumulated by diverting a percentage of the employer’s withholding tax, generated from existing employees within the project over a period of three to five years.
By request
Large companies in Missouri that are making a sizable capital investment and have a substantial training need.
The company must have at least 100 full-time employees at the project facility for the calendar year preceding the application.
The company must be making a substantial new capital investment over two years, that is greater than 5x the funding awarded,
and
Must be making a sizable investment in tech that requires the upgrade of employee skills,
Or
Must be located in a border county of Missouri, which represents a potential risk of relocating from the state,
Or
Must be determined to be at a substantial risk of relocating from the state.

A tax credit program that allows Missouri businesses that increase the average number of interns or apprentices they hire to claim a credit against their state tax liability.
Overseen and administered by Missouri One Start staff.
Annual authorization of state tax credits.
Annual application period:
July 1 – Nov 15
Must be one of the following:
- Individual [Business owner]
- Firm
- Partner in a firm
- Corporation
- Partnership
- Shareholder in an S corporation
- Member of a limited liability company
- The number of interns and apprentices hired during the tax year must exceed the average number of interns and apprentices hired over the previous three years.
- $1,500 tax credit per intern or apprentice
- $9,000 tax credit max per year per eligible company

A competitive grant that helps employers offset the cost of their employee or prospective employee obtaining a short-term industry-related credential.
The employee or prospective employee must me a Missouri resident and may not start the training for the credential until the employer receives their award letter.
Grant reimbursement
Quarterly:
- January
- April
- July
- October
Reimburses the employers’ cost for the credential, up to $2,000 per individual, maximum $30,000 per company within the state fiscal year (July – June).
